Staging keys
Rotating writes the new credentials to every location a key is stored in,
then redeploys each consuming service. The old key stays Active so you can
roll back — deactivate it only after you have opened the app and uploaded a file.

Who can sign in
Two gates must both pass: the account must be in our Microsoft Entra directory,
and the address must be listed here. Adding someone here does not give
them a password — they sign in with their own work account.
